After a young girl dies from an overdose of heroin, drug kingpin Little Charlie Sebastino gets orders from his Mafia superiors to cease peddling the stuff due to the bad publicity from the death. But instead of obeying orders, Little Charlie comes up with his own scheme to keep distributing narcotics as well as rise in the Mob hierarchy.
